Plan Commission: The Twin Lakes Plan Commission reviews zoning, subdivision, site plan, and conditional use permit requests. After review, the Commission forwards formal recommendations to the Village Board for final action. The Plan Commission meets on an as-needed basis.
Board of Appeals: This quasi-judicial body hears and decides appeals by property owners against provisions within the Village Zoning Code. To succeed in their appeal, petitioners must demonstrate that strict adherence to zoning regulations would result in hardship. This hardship, termed “unnecessary hardship,” must be proven by the property owner, illustrating that strict compliance would unreasonably impede their property’s permitted use or render conformity unduly burdensome. In cases of area variances, this involves showcasing that compliance would prevent reasonable property utilization, while for use variances, it requires proving that strict adherence would deprive the property owner of any practical use. Throughout, property owners must show that the asserted hardship stems from property-specific conditions, not personal factors, and that they did not create said hardship. Meetings of the Board of Appeals are convened on an as-needed basis.
Police Commission: Responsible for recruiting Police Department candidates and reviewing all disciplinary actions, including discharge.
Board of Review: Corrects assessment errors and conducts hearings similar to a court.
Cemetery Board: Administers the Twin Lakes Cemetery, known as Mound Prairie Cemetery.
Board of Park Commissioners: Governs public parks, sets policies, and reviews park land donation requests.
Ethics Board: Investigates ethics complaints and conducts hearings as needed.
Housing Committee: Oversees the Housing Rehabilitation Program.
Community Growth Commission: Reviews and updates the Smart Growth Comprehensive Plan 2005-2024.
